A partir de programas e políticas públicas, o Governo de Minas tem investido em soluções tecnológicas para aumentar a eficiência dos serviços públicos oferecidos aos cidadãos mineiros.
O estado é vanguardista quando se trata de inovação aberta para o setor público e como resultado tem colhido frutos desse investimento. É o caso do programa HubMG GOV, da Secretaria de Estado de Desenvolvimento Econômico (Sede-MG).
Por meio do HubMG GOV, a empresa “IAsis Health” desenvolveu a plataforma “RDS MG – Rede Mineira de Dados em Saúde” para auxiliar a Secretaria de Estado de Saúde (SES-MG) na gestão de dados e de comunicação entre os diferentes sistemas de saúde.
A inovação promove a otimização de processos, permitindo uma gestão mais ágil e transparente, reduzindo burocracias e custos operacionais e impactando diretamente a vida da população de Minas Gerais.
“As empresas de base tecnológica têm know-how criativo e capacidade de pensar e desenvolver soluções para os mais diversos assuntos e gaps do mercado”, destaca o secretário de Estado de Desenvolvimento Econômico, Fernando Passalio.
Ele afirma ainda que a estratégia de unir essa expertise ao setor público contribui para a resolução de desafios públicos, impulsiona empreendedores em ascensão e ainda gera benefícios que impactam a vida dos cidadãos. “Todos saem ganhando”, reforça.
HubMG GOV
O HubMG GOV é um projeto Sede-MG que facilita a incorporação de soluções tecnológicas por órgãos públicos estaduais.
O projeto é contínuo e desenvolvido por meio de Edital de Chamamento Público, instrumento que viabiliza a parceria, sem transferência de recursos entre empresas de base tecnológica e o setor público, para o teste de soluções inovadoras junto aos órgãos da administração pública estadual.
Em seis meses de lançamento do edital de parcerias, o HubMG GOV já gerou bons frutos, com destaque para colaboração com a SES-MG, que precisava de uma estratégia ágil e simplificada para compilar dados de saúde pública.
Plataforma
Por meio do HubMG GOV, a SES teve acesso à plataforma tecnológica de dados de saúde “IAsis Health”.
Foi desenvolvida, então, a “RDS MG – Rede Mineira de Dados em Saúde”, serviços que ultrapassam a marca de R$3 milhões disponibilizados de maneira gratuita.
A “IAsis Health” mostrou como sua plataforma funciona na prática, usando dados de saúde da Fundação Hospitalar do Estado de Minas Gerais (Fhemig), do SUS Fácil e do SIGAF.
Na primeira apresentação para testar a solução, eles mostraram diferentes recursos da plataforma, como um prontuário único, o processamento de informações médicas e a análise de doenças.
O “RDS MG – Rede Mineira de Dados em Saúde” é uma plataforma descentralizada que facilita a comunicação entre diferentes sistemas de saúde.
Ela faz parte da Rede de Atenção à Saúde (RAS) e ajuda a acompanhar toda a trajetória do paciente no sistema de saúde.
Isso melhora o acesso e dá continuidade aos cuidados, beneficiando pacientes, profissionais e gestores da saúde pública em Minas Gerais.
Prontuário unificado
A secretária adjunta de Saúde, Poliana Cardoso Lopes, destaca que a RDS será importante ferramenta para o Sistema Único de Saúde (SUS) em Minas Gerais e que, por meio da plataforma, as informações serão centralizadas sem precisar impor a utilização de sistemas, por meio de tecnologia modernas.
“Em um cenário de realidades muito discrepantes entre os municípios, em relação à gestão da informação, a RDS será muito importante para consolidar os dados produzidos e acompanhar a jornada do paciente em todos os pontos de atenção”, frisa Poliana.
O projeto propõe a criação do “prontuário unificado”, que entrega, de forma confiável, distribuída e rastreável, a linha do tempo dos dados de saúde dos pacientes, provenientes de diferentes sistemas.
Segundo a“IAsis Health”, a plataforma gerou resultados significativos em poucos meses de teste.
“Nesta primeira fase, em apenas três meses, a rede já conta com mais de 50 milhões de registros, sendo mais de 14 milhões de atendimentos, referentes a cerca de 5 milhões de pacientes e envolvem informações de mais de 3,6 mil estabelecimentos de saúde”, acrescenta Vladimir.
Benefícios
A entrega representa um marco importante para a Administração Pública, com primeiro teste realizado dentro do escopo do projeto de inovação aberta para o setor público, o HubMG GOV.
Segundo a diretora da área, Maria Laura Scapolatempore Starling, a tendência é contar com parceiros externos (empresas, startups, organizações de pesquisa e o meio acadêmico) para absorver cada vez mais conhecimento e desenvolver tecnologias para solucionar os desafios de Minas Gerais.
O HubMG Gov abarca soluções tecnológicas de startups, pesquisas acadêmicas e médias e grandes empresas de todo o mundo.
